Arne Carlsen is Director of International Affairs at the Danish University of Education.
Chairman of the Asian-European University Hub for Lifelong Learning (18 countries), which focuses on research and policy advice in development of new basic skills and key-competencies for the knowledge society.

Former Rector of the Nordic Folk Academy in Gothenburg, Sweden.
The Academy was the Nordic Council of Ministers’ continuing education institution for lifelong learning.
Initiator of the Nordic-Baltic regional cooperation in adult education, founder of the Academy’s International Centre and the newsletter “Baltic Dialogue”. Member of a number of working groups in the European Association for the Education of Adults, adult education expert for the Danish Ministry of Education, Danish Ministry of Foreign Affairs, European Commission, OECD, and consultant to UNESCO. Former member of the EU Grundtvig working group.

Former member of the Joint Council for the Danish Open Youth Education (Den Fri Ungdomsuddannelse) (appointed by the Minister of Education), and of the Governing Board, the Danish Cultural Institute (appointed by the Minister of Culture).

Former Project Researcher at the Danish National Institute for Educational Research and leader of the research project “Lifelong Learning, Democracy and Civil Society – a comparative analysis of lifelong learning reforms in the Nordic countries in relation to the development of a European education policy”, and national research coordinator for the OECD-CERI review “ICT and Organisational Change” within the “Schooling for Tomorrow” programme.

Former Director of Education at the Danish University of Education.
Member of the University’s management group, responsible for development and running of new university master-programmes and doctoral programmes, chair of the university’s steering committee for E-Learning.

Until recently member of the Editorial Board of the journal Lifelong Learning in Europe and scientific referee for the International Journal of Lifelong Education.
Member of the scientific committee for the journal Studies in Learning Society, member of the Governing Board of the Baltic Sea Association for Research in Adult Education.
Member of the Nordic think-tank on the competencies of the future, and of the European Research Group on Competencies in Adult and Continuing Education.
Member of the Education Committee of the Danish National Commission for UNESCO, and of the Advisory Committee of the UNESCO CONFINTEA 6 international conference on adult education in 2009.

Numerous lectures at universities and ministerial conferences and for various organisations on competence policies, international continuing education policies, the future learning and labour market, coherence in educational and learning systems, leadership and management in education, new basic skills and key competencies, and other related topics.

Honours and distinctions: The Estonian Ministry of Education’s medal, the Lithuanian Ministry of Education’s letter of honour.
